Citizen-Powered Urban Safety

The Volunteer Smartphone Patrol (VSP) is a PDRM initiative that transforms every enrolled citizen’s smartphone into an active node in Putrajaya’s community safety network. By crowdsourcing vigilance through a dedicated mobile application, VSP closes the gap between law enforcement and the community — enabling residents to report incidents in real time, request protective patrol coverage, and trigger emergency response at the touch of a button.

As at 2026, Putrajaya has 304 registered VSP volunteers — all enrolled through the PDRM VSP system and active within Putrajaya district.

How VSP Works

Reporting & Alert System

Registered VSP volunteers use the PDRM VSP Mobile App (available on iOS and Android) to perform the following functions:

Feature Description
Multimedia Crime Reporting Submit photos, videos, and GPS-tagged location data directly to PDRM for immediate action
Panic Button One-touch emergency alert auto-dispatched to the nearest IPD Putrajaya officer
Balik Kampung Home Watch Residents notify PDRM before travel; patrol frequency at the registered address is increased
Incident Tracking Submitters receive status updates as PDRM processes their report

System Architecture

Component Function
VSP Mobile App Citizen-facing interface — report submission, Panic Button, home monitoring requests
IPD Putrajaya Backend Receives and auto-dispatches reports to the nearest available officer in real time
PCC Dashboard High-priority alerts surfaced to Putrajaya Command Centre operators for cross-agency coordination
PDRM National Registry Tracks all enrolled VSP volunteers by district for IND-59 annual reporting
