The cornerstone of this transformation is our Advanced Smart Video Surveillance Ecosystem—a high-performance, AI-driven infrastructure designed not merely to watch, but to understand, analyze, and proactively respond to the complexities of urban life. Deployment Phasing & Development Orders
The surveillance ecosystem currently consolidates 553 high-performance cameras deployed across Phase 1 and Phase 2, as well as municipal security integrations mandated under Perbadanan Putrajaya’s Development Order (DO) conditions imposed on developers during the construction of new commercial and residential buildings. Under the upcoming Phase 3 expansion, an additional 120 intelligent cameras are scheduled for deployment to eliminate remaining blind spots and cover newly constructed urban zones.

Our surveillance network utilizes state-of-the-art Bosch Intelligent Video Analytics (IVA) embedded directly at the “edge”—within the cameras themselves. By processing data locally, we decentralize intelligence, ensuring the Putrajaya Command Centre (PCC) receives only high-value, AI-validated metadata rather than an overwhelming stream of raw footage. This significantly optimizes bandwidth and storage, allowing operators to focus on critical, real-time events.
The deployment features specialized visual form factors designed for target municipal tasks:
- PTZ (Pan-Tilt-Zoom): Equipped with AI-based Intelligent Tracking, these cameras maintain focus on persons or vehicles even while in motion, providing unparalleled accuracy in busy traffic scenes or dense crowds.
- Fixed Dome (PTRZ): These units offer remote Pan-Tilt-Roll-Zoom adjustment, enabling simplified installation and consistent, reliable coverage for fixed areas such as street intersections and building perimeters.
- Bullet Cameras: Rugged, high-visibility units designed for extreme conditions, offering robust long-range detection for critical infrastructure and fence-line security.
- Multi-Lens Systems: Engineered to eliminate blind spots, these cameras provide comprehensive, wide-area coverage, essential for securing large public squares and transportation hubs.
All cameras feature superior low-light sensitivity and deep-learning object detection, ensuring that the system reliably distinguishes between legitimate threats—like intruders—and environmental noise such as moving leaves, shadows, or shifting lighting conditions.

The heart of our security strategy is the Putrajaya Command Centre (PCC), a sophisticated nerve centre where technology meets interagency synergy. Beyond individual monitoring, this platform serves as a unified digital ecosystem linking the Perbadanan Putrajaya with our essential safety partners:
- Royal Malaysia Police (PDRM): For immediate crime prevention and investigative support.
- Jabatan Bomba dan Penyelamat Malaysia (JBPM): For rapid response to fire incidents and disaster management.
- Angkatan Pertahanan Awam Malaysia (APM): For coordinated emergency relief.
- Putrajaya Hospital Emergency Department: To ensure seamless medical support during critical incidents.

Uncompromising Reliability: The “Always-On” Infrastructure
In a mission-critical environment, downtime is not an option. Our infrastructure is built upon a foundation of absolute redundancy and data integrity:
- Dual-Path Redundancy: Every video stream is simultaneously recorded to the primary Central Server Farm and an off-site Disaster Recovery Centre (DRC) in Presint 15. This architecture ensures that even in the event of a catastrophic local failure, forensic video evidence and live feeds remain accessible.
- 30-Day Forensic Archive: We maintain a rigorous, 30-day rolling video archive. This depth of data is indispensable for post-incident forensic analysis, supporting law enforcement in investigations and providing accountability across city operations.
- From Analog to Digital Excellence: Since our 2018 comprehensive system upgrade, the transition from legacy analog signals to high-definition digital streams has eliminated the interference and line-of-sight issues of the past, delivering crystal-clear imagery essential for modern analytical tools.
