Smart Traffic Light System — From ITACA to SCATS
Perbadanan Putrajaya’s Smart Traffic Light System has evolved over two decades into one of Malaysia’s most comprehensive adaptive traffic management platforms. As at 2025, 132 of Putrajaya’s 141 traffic light junctions (93.6%) are equipped with a smart system — and the remaining 9 standard junctions are actively being upgraded to SCATS, upon completion of which Putrajaya will achieve 100% smart traffic light coverage.
System Architecture & Connectivity
Every smart traffic light junction is connected to the central command platform via one of two connectivity methods:

This dual-path architecture ensures zero single point of connectivity failure — if fiber is disrupted at any junction, the 5G router maintains real-time adaptive control continuity.
System Evolution Timeline
Phase 1 — ITACA Era (2004 – Present)
Putrajaya’s intelligent traffic management began in 2004 with the Intelligent Traffic Adaptive Control Agent (ITACA) deployed across more than 140 junctions on the dedicated Putranet private network.
Phase 2 — EcoTrafiX Dashboard (2022)
In 2022, the central monitoring dashboard was upgraded to EcoTrafiX, improving real-time traffic visualization and operator decision support while retaining the proven ITACA hardware at junctions.
Phase 3 — SCATS Upgrade (2025 – Ongoing)
Putrajaya is now systematically replacing ITACA with the Sydney Coordinated Adaptive Traffic System (SCATS) using Turbine Adaptive Traffic Signal Controller (TASC) units at all 141 junctions:
- 132 junctions — smart system operational ✅
- 9 junctions — SCATS upgrade underway 🔄
- Target — 100% SCATS coverage = 141/141 = IND-9: 100%
Phase 4 — AI Camera & SPE Integration (Upon SCATS Completion)
Once SCATS is fully deployed across all 141 junctions:
- SCATS Priority Engine (SPE) — provides automatic green-lane priority for Nadiputra buses and emergency vehicles, directly supporting PPj’s Modal Split 70:30 public transport target.
- AI-Powered Cameras — enable real-time vehicle counting, queue detection, incident recognition, and adaptive signal timing.
PSCB Blueprint Alignment
This initiative directly supports Smart Application 1.3: Smart Traffic Light (Advanced Traffic Control System) and 1.4: Transit & Traffic Information under the Putrajaya Smart City Blueprint (PSCB).
Objective: Alleviate traffic congestion and safety issues through effective planning and enforcement.
Desired Outcomes:
- Continuous traffic flow for emergency vehicles.
- Improved emergency response times.
- Identification of hotspot and blackspot areas for speed management.
Implementation Approach:
- Full transition from ITACA to SCATS across all 141 junctions.
- Integration of AI-powered CCTV at all smart junctions.
- Achievement of Modal Split 70:30 via SCATS Priority Engine for public transport.
