The Real-Time Flood Monitoring System is a predictive civic defense infrastructure designed to combat extreme weather events. By coupling IoT water-level sensors embedded in critical drainage arteries with meteorological data feeds, the system provides early warning alerts to the Putrajaya Command Centre (PCC). This intelligent forecasting capability ensures rapid deployment of emergency protocols, minimizing infrastructural damage and guaranteeing citizen safety during monsoon seasons.

System Architecture & Connectivity

The deployment consists of two (2) advanced telemetry flood sensor units strategically positioned to monitor critical drainage points. To ensure robust transmission of telemetry data, the sensors utilize low-power, long-range LoRaWAN connectivity. The LoRaWAN gateways are directly connected to Perbadanan Putrajaya’s high-speed Putranet fiber-optic network backbone, ensuring secure and high-availability data feeds to municipal servers.

In addition to digital logging, each sensor station is integrated with a high-decibel local warning siren. This siren automatically triggers to audibly alert nearby residents in the event of rapid water accumulation, providing immediate localized safety warnings.

Incident Command & Response

The sensor array is monitored 24/7 by the Putrajaya Command Centre (PCC). When a sensor registers a threshold breach, the PCC automatically flags the event and coordinates immediate intervention. The PCC alerts the “Task Force Banjir Kilat” (Flash Flood Task Force), dispatching them to standby on-site. The task force is structured to manage situational risk and execute proactive flood mitigation, with members including:

  • Perbadanan Putrajaya (PPJ) (Municipal coordination and engineering)
  • Angkatan Pertahanan Awam Malaysia (APM) (Civil defense and rescue operations)
  • Jabatan Bomba dan Penyelamat Malaysia (JBPM) (Emergency fire and rescue services)
  • PPj’s Specialized Contractors (Technical maintenance and asset operations)

Deployment Locations

Telemetry sensors are strategically deployed in critical stormwater catchment areas and drainage corridors, including:

  1. SMAPUTRA Entryway (Station 01): Storm drain located near the main entrance of Sekolah Menengah Kebangsaan Agama Putrajaya (SMAPUTRA).
  2. Presint 11 Retention Pond Tunnel (Station 02): Storm drain near the Presint 11 retention pond at the Presint 9/Presint 11 Tunnel (Terowong Presint 9/Presint 11).

LoRaWAN communication: Uses low-power, long-range networks to transmit telemetry data without high infrastructure costs
Early warning integration: Automates alerts to the Putrajaya Command Centre (PCC) to trigger fast flash flood responses
