Overview
The Smart Waste Fleet Management initiative represents Perbadanan Putrajaya’s commitment to data-driven solid waste operations — achieved through the mandatory installation of Automated Vehicle Location System (AVLS) GPS devices across the entire SWCorp concessionaire fleet operating within Putrajaya’s municipal boundaries.
As a Smart Environment initiative under PSCB Thrust 2, the AVLS programme directly satisfies K4 (Indicator 29) of MS ISO 37122:2019, which measures the percentage of waste management vehicles equipped with smart waste management systems or devices. Putrajaya’s 2025 result — 39 vehicles equipped out of 39 total (100%) — places the city at the maximum achievable score for this indicator.

AVLS Technology: How It Works
Automated Vehicle Location System (AVLS) is a GPS-based fleet monitoring platform used by the SWCorp concessionaire to track the real-time movement and operational status of all waste management vehicles.
Each instrumented vehicle transmits continuous positional data — including GPS coordinates, vehicle speed, route deviation, and engine status — to the central fleet management dashboard. This enables:
- Route Compliance Monitoring: Supervisors verify that collection routes are completed as scheduled, with timestamped spatial records for each journey.
- Operational Scheduling: AVLS data informs dynamic redeployment of vehicles to address unexpected demand, road closures, or collection backlogs.
- Service Charter Evidence: Telemetry logs provide auditable, date-stamped records of service delivery — directly supporting Piagam Pelanggan compliance reporting.
- Predictive Maintenance Triggers: Engine hours and mileage data feed into fleet maintenance planning, reducing unexpected breakdowns.
