The Malaysia Smart City Framework (MSCF) is the national blueprint for structured smart city development across Malaysia — defining 7 core domains that guide municipal transformation through data, technology, and people-centred governance. Putrajaya operationalises the MSCF through its dedicated Putrajaya Smart City Blueprint (PSCB).

What is the Malaysia
Smart City Framework?

Launched by the Ministry of Housing and Local Government (KPKT) on 23 September 2019, the Malaysia Smart City Framework (MSCF) provides a standardised architecture for smart city development across all Malaysian municipalities. It establishes a common language, measurable indicators, and governance structure for local authorities to plan, implement, and assess their digital urban transformation.

The MSCF is aligned to international best practices including the ISO 37122 Smart City Indicators, the New Urban Agenda (NUA), and the UN Sustainable Development Goals (SDGs), ensuring Malaysian cities meet globally recognised standards for liveability, sustainability, and innovation.

National Standardisation

Provides a unified structure for all Malaysian local authorities to develop and benchmark smart city capabilities consistently.

Measurable Smart City Rating

Incorporates a 4-tier smart city rating programme (Early Adopter → Developing → Leading → Visionary) tied to MS ISO/IEC 37122 indicators.
