As Air Selangor transforms into a digital water utility, the AMI Smart Water Meter Programme was introduced as a strategic leap in the evolution of Putrajaya’s water supply infrastructure management. The programme harnesses Advanced Metering Infrastructure (AMI) technology to automatically transmit meter reading data through an IoT network — eliminating reliance on outdated and inefficient manual meter reading cycles.

The Air Selangor Smart Water Meter Programme represents a critical inflection point in transforming Putrajaya’s utility infrastructure from a reactive operational model to a proactive, data-driven water management ecosystem. Through AMI technology, every installed smart meter automatically transmits water consumption readings to Air Selangor’s centralised system — eliminating the need for physical site visits to premises for meter reading purposes.
AMI Smart Water Metering allows on-demand remote meter reading using IoT technology to transmit data. It increases meter reading efficiency and reduces on-site meter reading, thus ensuring employee safety and productivity.
In Putrajaya, 27 AMI-equipped EM Flow Meters have been installed at selected commercial and industrial premises across multiple precincts as the local pilot phase — all visible on the map above. These ElectroMagnetic (EM) Flow Meters serve as the physical metering hardware, with the AMI wireless transmission module attached to enable remote data reporting. At the broader Air Selangor network level, a total of 7,928 AMI meters were installed in Sepang in 2019 as a full-scale infrastructure pilot, with non-AMI meters subsequently replaced in Cyberjaya and Dengkil.
System Architecture
The AMI Smart Water Meter system operates across two integrated layers — the physical meter hardware and the digital telemetry layer — working in tandem to deliver real-time water consumption intelligence:
Physical Hardware: ElectroMagnetic (EM) Flow Meter
The 27 units deployed across Putrajaya are ElectroMagnetic (EM) Flow Meters — industrial-grade metering hardware that uses magnetic field principles instead of mechanical moving parts. This makes them significantly less prone to wear and tear than conventional mechanical meters, delivering more reliable and accurate readings over time. EM meters are purpose-built for high-water consumption premises such as commercial and industrial buildings — exactly the profile of the premises mapped in Putrajaya’s pilot.
For context, Air Selangor also deploys conventional mechanical meters at most residential properties. These have meter numbers engraved on the unit (e.g., AIS19PA0395852) and are subject to a proactive replacement programme as they age.
Digital Layer: AMI Smart Water Meter Module
The AMI (Advanced Metering Infrastructure) module is the intelligence layer attached to the physical meter. It is a digital device that automatically records consumption data and electronically reports it at regular intervals via wireless IoT technology — enabling readings to be taken remotely, frequently, and accurately 24/7. This eliminates conventional manual meter reading and estimated billing.
Key AMI capabilities:
- On-demand remote reading — consumption data transmitted to Air Selangor’s central system without physical site visits
- Usage pattern visibility — data reveals consumption trends; sudden spikes may indicate an internal leak
- 8-digit display format — four white digits (whole m³) + four red decimal digits; billing captures only the whole m³ figure
- Progressive rollout — meters outside premises are replaced by Air Selangor progressively; residents are notified before any internal access installation

From an employee safety and productivity perspective, eliminating the requirement for physical meter reading directly reduces field worker exposure to hazardous environments and allows human resources to be redeployed to higher-value tasks. From a water supply security standpoint, AMI telemetry can proactively detect concealed pipe leaks and unusual consumption spikes — enabling immediate remedial action before non-revenue water (NRW) losses escalate.
