The Recycling Collection Programme is Putrajaya’s integrated plastic waste diversion and measurement framework, designed to advance circular economy outcomes while producing verifiable evidence for the Malaysia Smart City Rating Programme. Operating across three distinct collection channels — Reverse Vending Machines (RVM), Pusat Kitar Semula (community recycling centres), and the SWCorp EPIK digital platform for Commercial, Industrial & Institutional (CII) waste — the programme directly measures and satisfies K4 (Indicator 28) of MS ISO 37122:2019.

The programme is coordinated by Alam Flora Environmental Solutions (AFES) with strategic oversight from Perbadanan Putrajaya (PPJ), SWCorp, and Kementerian Perumahan dan Kerajaan Tempatan (KPKT).

Collection Infrastructure Network

The programme utilises a network of specialised collection hubs strategically positioned across Putrajaya’s residential and commercial precincts:

1. Drive-Thru Recycling Centre (DTRC) — FIKS Presint 15

  • Operator: Alam Flora Environmental Solutions (AFES)
  • Operating Days: Monday to Saturday (Closed Sunday)
  • Operating Hours: 8:30 AM – 4:30 PM (Rest Hour: 1:00 PM – 2:00 PM)

2. Buy Back Centre — Presint 9

  • Operator: Alam Flora Environmental Solutions (AFES)
  • Operating Days: Daily (Every day)
  • Operating Hours: 8:30 AM – 4:30 PM (Rest Hour: 1:00 PM – 2:00 PM)

3. Buy Back Centre — Presint 18

  • Operator: Alam Flora Environmental Solutions (AFES)
  • Operating Days: Saturday and Sunday only
  • Operating Hours: 8:30 AM – 4:30 PM (Rest Hour: 1:00 PM – 2:00 PM)

4. Reverse Vending Machines (RVM)

  • Locations: SWCorp premises, KPKT premises, Kompleks C
  • Technology: Automated PET bottle return machines counting units and recording weight in real-time

Technology Backbone

  • Reverse Vending Machines (RVM): Smart automated collection units with unit-count and weight-based telemetry, feeding real-time data into the national SWCorp reporting system.
  • SWCorp EPIK Platform: National digital waste management system for Commercial, Industrial & Institutional (CII) waste tracking, providing verified tonnage data for Indicator 28 calculation.
  • Kutipan Kitar Semula Reporting System: Weight-verified monthly collection data from all three Pusat Kitar Semula, compiled into the annual Indicator 28 numerator.
  • Data processed in accordance with PDPA requirements — individual transactional records are aggregated for reporting purposes only.
