Overview
DCOINS (Sistem Perolehan DCOINS 2.0) is the official e-procurement and tender management portal for Perbadanan Putrajaya, the local government authority administering Putrajaya, Malaysia. The system was implemented to digitize and streamline the government procurement process, making it easier for businesses to bid on local government projects.
Who is it for?
The platform is designed specifically for local contractors, vendors, and suppliers who are registered with the Malaysian Ministry of Finance (MOF) and want to bid on Perbadanan Putrajaya projects.
What is the system used for?
Vendors use the DCOINS portal to manage the entire bidding lifecycle, which includes:
- Company Registration & Profile Management: Creating an account, updating company information, and maintaining up-to-date MOF certificates and credentials.
- Viewing Procurement Notices: Browsing current and upcoming tenders (Tender) and requests for quotation (Sebut Harga) published by the local authority.
- Purchasing Tender Documents: Buying the official tender requirement documents directly through the platform via FPX (online banking).
- Briefing & Site Visit Registration: Facilitating attendance for mandatory tender briefings and physical site visits.
As of January 15, 2025, Perbadanan Putrajaya made it strictly mandatory for all companies to use the upgraded DCOINS 2.0 system to purchase tender and quotation documents, moving away from physical over-the-counter sales.
