Functional Overview
The ecosystem traces its roots back to 2018 with the pilot launch of PrimeKeeper, the city’s first e-wallet initiative. Developed from the Bank Negara Malaysia (BNM) Sandbox in collaboration with Perbadanan Putrajaya and the Malaysian Communications and Multimedia Commission (MCMC), PrimeKeeper served as a pioneering payment aggregator platform. It enabled users to manage multiple bank accounts and pay merchants using ATM pins and QR codes, laying the critical foundation for Putrajaya’s cashless future long before widespread commercial e-wallet adoption.
The Cashless Payment Ecosystem represents Putrajaya’s transformation into a smart, digital-first administrative city. Originally initiated with the deployment of Cashless Parking Machines (CPM) in 2018, the initiative has systematically expanded into a comprehensive municipal-wide payment framework. The ecosystem now fully integrates Perbadanan Putrajaya’s core e-payment gateway, enabling seamless and secure online transactions for municipal services, property assessments, and licensing renewals.
Furthermore, the ecosystem actively drives e-wallet adoption across small-scale and grassroots retail sectors. To accelerate this transition and ensure widespread adoption, providing e-wallet or digital payment options has been made a mandatory licensing requirement for market traders operating within Putrajaya. Significant milestones include the transition of Pasar Tani (farmers’ markets) and Bazar Ramadan to full cashless operations, establishing them as pioneer sites for micro-transaction digital payments using standard QR codes. Sustained promotional initiatives by PPj and digital payment providers continuously accelerate the transition of community vendors toward cashless infrastructure.
System Architecture & Compliance
The implementation is supported by a robust, highly scalable digital infrastructure ecosystem. The backend relies on a unified integration layer connecting multiple financial settlement networks:
- DuitNow QR (PayNet): The national unified QR standard facilitating interoperability across all major e-wallets and banking apps, extensively deployed at PPj counters and community bazaars.
- FPX (Financial Process Exchange): Serving as the core engine for high-value online municipal transactions via the MyPutrajaya application and web portals.
- IBG (Interbank GIRO): Ensuring 100% digital disbursement for municipal vendor payments.
Data generated from these endpoints is processed securely and aggregated for real-time revenue monitoring and data-driven decision-making. The architecture adheres strictly to Bank Negara Malaysia (BNM) financial regulations and national cybersecurity standards, ensuring optimal operational fluidity, transaction privacy, and data integrity.
