Centralised Wastewater Treatment in Putrajaya

Indah Water Konsortium Sdn Bhd (IWK) is the national sewerage company responsible for the collection, treatment, and safe disposal of wastewater throughout Putrajaya under a concession agreement with the Malaysian Government. Every drop of sewage generated across Putrajaya’s residential, commercial, institutional, and government precinct buildings is channelled through IWK’s centralized sewerage network to sewage treatment plants (STPs) that process waste to regulatory discharge standards set by the Department of Environment (JAS) and SPAN.

In 2025, IWK treated a total of 27,373,986 m³ of wastewater originating from Putrajaya — a figure that underscores the scale of centralized sanitation infrastructure underpinning the city’s quality of life.

What Are Bio-Solids?

Bio-solids are the nutrient-rich organic material remaining after sewage sludge has been treated and stabilized at a sewage treatment plant. The treatment process — which includes biological digestion, dewatering, and drying — produces a solid material with recoverable value:

Currently, IWK Putrajaya’s 3,019.23 tonnes/year of bio-solids represent an untapped resource within the city’s circular economy. The transition from disposal to reuse would directly advance Putrajaya’s alignment with SDG 12 (Responsible Consumption & Production) and the National Policy on Environment (NPE).


Circular Economy Roadmap — Bio-Solids Reuse

[!IMPORTANT] PPj & IWK are exploring partnerships to establish a structured bio-solids reuse programme. When implemented, this will convert IND-63 from 0 tonnes to an accountable annual reuse volume, improving Putrajaya’s MS ISO 37122 smart city rating.

PSCB Blueprint Alignment

This initiative aligns with Smart Application 5.2: Smart Water & Sewerage Management and 5.4: Sustainable Resource Recovery under the Putrajaya Smart City Blueprint (PSCB).

Objective: Transition wastewater treatment by-products from a disposal burden into a recoverable resource, supporting Putrajaya’s circular economy ambition.

  • Achieve measurable bio-solids reuse volume to improve IND-63 from 0 to a positive score.
  • Increase treated water reuse rate (IND-62) beyond 1.37% through expanded irrigation and industrial reuse programmes.
  • Reduce landfill dependency for sewage by-products.
  • Support Green Putrajaya goals through organic soil amendment from bio-solids compost.
