Putrajaya Smart City Governance Framework

Perbadanan Putrajaya has established a formal Smart City governance structure to ensure all 93 PSCB initiatives are implemented in an integrated, efficient, and sustainable manner. The structure is anchored by the Putrajaya Smart City Committee — supported by the ICT Division as secretariat — and executed through the Smart City Section comprising the Putrajaya Command Centre and Smart Technology Unit.

PSCB SECTION 2.1

Putrajaya Smart City Committee

Established by Putrajaya Corporation to drive PSCB implementation through involvement of internal departments, relevant government agencies, and private sector stakeholders.

Strategic Oversight Body

Committee Mandate

The committee serves as the primary strategic coordination platform, acting as a public policy advocacy body to promote adoption of innovative urban technologies and ICT across Putrajaya.

Key Functions

Policy Direction — Formulate vision, objectives, and implementation strategies aligned with government policies and local needs.
Cross-Department Coordination — Coordinate projects across PPj departments and agencies to avoid duplication and enhance effectiveness.
Project Evaluation & Approval — Assess suitability, impact, cost, and feasibility of proposed smart city projects prior to implementation.
KPI-Based Performance Monitoring — Monitor project achievements against established KPIs and ensure delivery per approved plans and timelines.
Technology Adoption — Promote IoT, Big Data, AI, and smart systems across PPj service delivery and city operations.
Committee Secretariat

ICT Division — Corporate Services Department

The Information and Communication Technology Division (Bahagian Teknologi Maklumat dan Komunikasi — BTMK) under the Corporate Services Department is designated as the coordinating unit for all smart city initiative implementation in Putrajaya.

Secretariat Responsibilities

Serve as secretariat to the Putrajaya Smart City Committee
Drive project implementation across all 7 PSCB domains
Monitor progress of 93 PSCB initiatives against approved KPIs
Manage interoperability of ICT systems, IoT infrastructure, and data platforms
Evaluate achievement of the Putrajaya Smart City Action Plan objectives

Technology & Blueprint Development

Mandate

Responsible for the holistic planning, development, and promotion of Smart City initiatives based on the established Putrajaya Smart City Blueprint.

Core Roles & Tasks

Strategic Planning & Blueprint Implementation

Manage the lifecycle of Smart City initiatives — from planning and feasibility studies to infrastructure development and innovation advisory. Oversee 33 applications and 93 initiatives across six domains.

Governance & Policy Frameworks

Develop and maintain guidelines for Smart Putrajaya — covering Smart Street Lighting, Panic Button requirements, Digital Signage, IoT Network architecture, Autonomous Vehicles, and Micro-Mobility.

Stakeholder Engagement & Promotion

Promote Smart City awareness through design thinking programs, conferences, and seminars. Serve as liaison for strategic partnerships with TNB, SWCorp, MOT, and Telekom Malaysia.

Technical Innovation & Oversight

Conduct trend analysis for Industry 4.0, Digital Economy technologies and ensure all smart systems remain modular, secure, and interoperable. Manage POINT, Putrajaya Mobile App, and digital exhibitions.

Inter-Agency Representation

Represent PPj in national committees including MySmartWilayah, Smart City task forces, and national technical working groups on digital economy and smart cities.

Unit Putrajaya Command Centre

Integrated Urban Operations
14-Person Team

Mandate

Ensure the command center's effectiveness, operational readiness, and alignment with the requirements of all stakeholders. Serves as a high-tech integrated operations hub for critical city-wide monitoring.

Core Roles & Tasks

Integrated Operations & Incident Management

Coordinate real-time operations and information exchange with IPD Putrajaya, the Fire Department, Civil Defence Force (APM), and Putrajaya Hospital. Manage SOPs, duty rosters, and emergency information dissemination.

Monitoring & Surveillance

Maintain continuous observation through CCTV networks, mobile and fixed panic buttons, and emergency alert systems. Monitor environmental quality and analyze social media trends via the SOCIO platform.

Infrastructure & Asset Management

Secure the PCC facility, manage asset logistics in the operations room, and oversee technical maintenance for city-wide CCTV, panic buttons, and drone operations.

Strategic Reporting & Development

Evaluate and report on overall PCC performance. Manage the Integrated Operations Centre (IOC) systems and three CCTV/panic button contracts plus one command center contract.
