National Smart People Standard

The Smart People domain acknowledges that human capital is the most critical asset in any smart city transformation. The Malaysia Smart City Framework (MSCF) mandates that technological deployments must be matched by investments in digital literacy, educational innovation, and platforms that enable active citizen participation in urban governance.

This national standard focuses on bridging the digital divide, promoting STEM and digital education at the community level, and establishing frameworks like Local Agenda 21 (LA21) to ensure municipal planning is informed by grassroots input. It envisions a resilient, forward-thinking urban population capable of fully leveraging smart city infrastructure.

In Putrajaya, this domain is realised through the Smart Community pillar of the PSCF Blueprint. Initiatives such as the PPj Digital Library, the POINT Innovation Centre, and inclusive digital classroom programs ensure that the 109,000 residents of the federal capital are empowered to thrive within a highly digitised urban environment.

At the local level, this MSCF domain is operationalised through the Putrajaya Smart City Blueprint (PSCB) under Thrust 7: Smart Community. The PSCB (2019–2025) was co-developed with EAROPH and defines 13 specific smart initiatives for this domain, each with objectives, desired outcomes, key players, and implementation timelines.
