Smart Infrastructure & Utilities forms the technical foundation upon which every other PSCB domain is built. Without reliable, high-capacity, and secure digital connectivity, no smart city programme can achieve its intended outcomes. Putrajaya's infrastructure strategy is defined by layered redundancy, sovereign control, and future-proofing against the demands of an AI-driven urban economy.

Perbadanan Putrajaya has deployed a comprehensive fibre optic backbone (PutraNet) spanning critical municipal corridors, with ongoing 5G Centralised Radio Access Network (C-RAN) deployment in collaboration with national telecommunications providers. Free public Wi-Fi at strategic nodes, smart energy-saving street lighting, and integrated TNB Smart Meter infrastructure collectively form the utility intelligence layer of the city.

Wayside equipment — including intelligent transport infrastructure nodes — together with centralised municipal SCADA systems, ensure that Putrajaya's physical infrastructure operates within a data-rich, monitored, and optimised environment. This domain directly enables the MSCF Smart Digital Infrastructure component, positioning Putrajaya as a reference deployment for the National Digital Infrastructure Plan.
