Smart Community recognises that technology alone does not make a city smart — it is the people who inhabit and govern it that determine the success of any urban transformation. This domain focuses on building the human capital, digital literacy, and civic participation infrastructure necessary for Putrajaya's residents to fully benefit from and contribute to the smart city ecosystem.
Key programmes include the PPj Digital Library (e-Library), the Innovative Centre POINT, digital classroom initiatives at Putrajaya schools, online school admission systems, and community awareness campaigns delivered through Waze Connected Citizens Partnership and local civic networks. The Local Agenda 21 (LA21) framework provides the participatory governance backbone through which community-level input informs urban planning decisions.
Particular emphasis is placed on digital inclusion for all demographics — senior citizens, youth, persons with disabilities (OKU), and lower-income households — ensuring that Putrajaya's smart city dividend is equitably distributed. This domain operationalises the MSCF Smart People component by building a digitally capable, civically engaged, and resilient community capable of driving ongoing urban innovation.
