Public Building Refurbishment & Renovation Programme
Putrajaya's systematic programme for identifying, tracking, and refurbishing public buildings — ensuring that all 55 public facilities across the city meet universal design and accessibility standards through data-driven condition monitoring.
Overview
Putrajaya’s Public Building Refurbishment & Renovation Programme is a structured, data-driven initiative managed by Perbadanan Putrajaya (PPj) to systematically identify, document, and renovate public buildings across the Federal Territory. Operating under the smart city indicator framework as K4 (Indicator 13), this programme ensures that Putrajaya’s public infrastructure meets current standards for structural integrity, hygiene, and universal accessibility — protecting the city’s 2,966,840 m² of public building stock across 55 facilities.
This programme is driven by a formal annual assessment process managed jointly by the Bahagian Pengurusan Projek (Jabatan Kejuruteraan & Penyelenggaraan, PPj) and Bahagian Teknologi Maklumat & Komunikasi (BTMK, Jabatan Perkhidmatan Korporat, PPj) — integrating physical inspection data with digital tracking systems to produce auditable evidence for smart city rating submissions.
2025 Assessment — Facilities Identified for Renovation
For the 2025 assessment year, 437 m² of public building floor area was identified as requiring refurbishment or renovation. Six public facilities — all public sanitation facilities — were flagged for remediation:
| Bil. | Public Facility | Location |
|---|---|---|
| 1 | Tandas Awam Laman Perdana | Presint 1 |
| 2 | Tandas Awam Jambatan Seri Wawasan | Presint 2 |
| 3 | Tandas Awam Palace of Justice (POJ) | Presint 3 |
| 4 | Tandas Awam Souq | Presint 1 |
| 5 | Tandas Awam B13 | Presint 1 |
| 6 | Tandas Awam Taman Saujana Hijau | Presint 11 |
These facilities were selected based on condition assessments that evaluated structural wear, plumbing systems, surface finishes, ventilation, and compliance with current accessibility standards under MS 1184: Universal Design and Accessibility in the Built Environment.
Public Building Stock — Putrajaya 2025
Putrajaya’s public building portfolio managed under this programme comprises:
| Metric | 2025 Figure |
|---|---|
| Total Public Buildings | 55 buildings |
| Total Floor Area | 2,966,840 m² |
| Area Requiring Renovation | 437 m² |
| Renovation Rate (2025) | 0.015% of total stock |
The low renovation rate reflects the generally well-maintained condition of Putrajaya’s public building stock — and the high standards maintained through proactive preventive maintenance by the Jabatan Kejuruteraan & Penyelenggaraan.
Regulatory & Standards Framework
All renovation work is conducted in compliance with the following mandatory regulatory references:
- Akta Jalan, Parit dan Bangunan 1974 (Akta 133) — The primary statutory framework governing construction, alteration, and maintenance of buildings in Malaysia
- Undang-Undang Kecil Bangunan Seragam Selangor 1986 — Uniform Building By-Laws governing technical standards for building works in the region
- Malaysian Standard MS 1184: Universal Design and Accessibility in the Built Environment — Code of Practice — Ensures that all renovated public buildings meet accessibility requirements for persons with disabilities (OKU), the elderly, and other mobility-impaired users
PSCB Blueprint Alignment
This initiative is classified under Smart Application 4.x: Smart Infrastructure Management within the Putrajaya Smart City Blueprint (PSCB), contributing to Thrust 4: Smart Infrastructure & Utilities.
Strategic Objective (PSCB): Ensure that Putrajaya’s public infrastructure is maintained, upgraded, and managed to the highest standards — leveraging data-driven condition monitoring and proactive maintenance to deliver a clean, safe, and accessible built environment for all residents.
Desired Outcomes:
- Systematic renovation of public buildings to meet current structural, hygiene, and accessibility standards.
- Reduction in deferred maintenance backlog through proactive annual assessment and targeted capital works.
- Full compliance with MS 1184 Universal Design standards — ensuring public facilities are accessible to all residents including OKU, elderly, and mobility-impaired individuals.
- Auditable evidence base for K4 (Indicator 13) under the Malaysia Smart City Rating Programme.
