The Program Bandar Selamat Putrajaya is the formal, government-mandated Safe City Programme that positions Perbadanan Putrajaya (PPj) as the lead Public Local Authority (PBT) responsible for sustaining a low-crime, high-safety urban environment through the coordinated deployment of technology, institutional collaboration, and community engagement.

Operating since Putrajaya’s establishment as Malaysia’s federal administrative capital, the programme functions as the integrating framework that brings together Ibu Pejabat Polis Daerah Putrajaya (PDRM), the smart surveillance ecosystem (CCTV, IOC, PCC), and active community safety networks under a single governance structure — with annual performance certification submitted via MURNinets 2.0 (Program Jaringan Penunjuk Pembangunan Mampan Bandar-Luar Bandar Malaysia).

In 2025, Putrajaya recorded just 111 index crimes — a rate of 8.87 per 10,000 population — representing one of the lowest crime densities in the Malaysian Federal Territory and confirming Putrajaya’s status as a model safe city.

Integrated Safety Ecosystem

The Smart Safety infrastructure underpinning the programme outcome:

CCTV Surveillance Network

Over 1,000 high-definition cameras are deployed across Putrajaya’s precincts, government corridors, pedestrian zones, parks, and key infrastructure — integrated with the Integrated Operation Centre (IOC) via fibre-optic Putranet backhaul. The system uses Bosch IVA (Intelligent Video Analytics) for automated anomaly detection, crowd analysis, and perimeter breach alerts.

Integrated Operation Centre (IOC) & Putrajaya Command Centre (PCC)

The IOC provides 24/7 multi-agency situational awareness with live CCTV feeds, panic button alerts, and incident dashboards. The PCC serves as the command nerve centre for coordinating response units from PDRM Putrajaya, JBPM (Fire & Rescue), PPj Enforcement, and Ambulans Malaysia — ensuring sub-5-minute emergency response deployment.

Volunteer Smartphone Patrol (VSP)

The VSP programme — a collaboration between PPj and PDRM Putrajaya District HQ — deploys trained community volunteers equipped with a dedicated PDRM-integrated mobile application for real-time incident reporting, geofenced patrol zone monitoring, and direct escalation to the PCC.

Smart Panic Button Network

A dual-layer panic button system with physical panic stations at strategic public locations and a mobile app-based panic trigger enables any resident or visitor to summon emergency response directly to the PCC within seconds.


Institutional Collaboration Framework

PPj–PDRM Data Agreement

The Programme Bandar Selamat operates under a formal data-sharing agreement between Perbadanan Putrajaya and Ibu Pejabat Polis Daerah Putrajaya — enabling annual crime index data to be submitted for MURNinets 2.0 reporting and IND-27 certification.

Data flows through a structured governance pathway:

  1. Polis Daerah Putrajaya — compiles annual crime index from station records
  2. Ketua Bahagian Siasatan Jenayah — certifies the crime count (Borang A.14, KT4-P1)
  3. PPj Town Planning Department — coordinates submission and coordinates MURNinets 2.0 reporting
  4. KPKT — receives and validates submission under the national sustainable city programme
