Overview
The Green Khaleefa Putrajaya programme is Perbadanan Putrajaya’s flagship initiative for nurturing environmental awareness, green values, and active stewardship among the community — with a particular focus on the younger generation. The word Khaleefa (خليفة), meaning steward or caretaker, anchors the programme’s philosophy: every participant is empowered to become a responsible custodian of Putrajaya’s natural environment.
Implemented by Bahagian Kesihatan dan Keselamatan (BPKS) under Perbadanan Putrajaya, the programme delivers a comprehensive blend of indoor activities, outdoor field experiences, educational visits, and community engagement initiatives — covering Putrajaya precincts and extending outward through strategic partnerships with national institutions.
Programme Objectives
- Increase Awareness: Build awareness and understanding of environmental sustainability among participants and the local community.
- Cultivate Responsibility: Foster environmentally responsible attitudes and practices through education and community-based activities.
- Encourage Active Participation: Drive community involvement in conservation initiatives — including recycling, urban farming, and waste reduction programmes.
- Empower Environmental Ambassadors: Develop youth and community leaders as agents of positive environmental change.
- Strengthen Strategic Collaboration: Build lasting partnerships between government agencies, educational institutions, and NGOs.
Key Programme Streams
Environmental Education Structured learning sessions linking environmental science with everyday green practices — delivered in partnership with Kementerian Pendidikan Malaysia (KPM) and UKM. Participants develop a grounded understanding of climate change, ecosystem health, and sustainable living.
Experiential Green Activities Hands-on activities including urban farming, recycling workshops, and nature conservation exercises. These sessions are held at Putrajaya’s ecological assets — including the Putrajaya Wetlands, Glamping Putrajaya (Presint 13), and MyPLACE — translating classroom learning into real-world environmental practice.
Community Pledge Campaigns Pledge walls and community declarations in schools and public spaces encourage participants — and their families — to commit to concrete environmental actions in their daily lives.
Youth Climate Ambassadors Selected participants are mentored to lead awareness campaigns among their peers, creating a cascading impact that amplifies the programme’s reach beyond direct participants.
System Architecture
The Green Khaleefa programme operates as an integrated community engagement platform:
- Delivery Layer: Multi-venue, multi-agency programme execution — schools, wetlands, community centres, and public parks across Putrajaya precincts.
- Partnership Network: KPM (curriculum alignment), UKM (scientific expertise), JAS (regulatory guidance), LA21 Putrajaya (community governance), and Kelab Ekorelawan (field operations).
- Monitoring Layer: Participation tracking, programme impact reporting, and green pledge follow-up to measure behavioural change.
PSCB Blueprint Alignment
This initiative is classified under Smart Application 7.2: Innovative Community (Indicator 34) within the Putrajaya Smart City Blueprint (PSCB).
- Objective: Expose and educate young children on the climate change and enhance their creative ideas.
- Desire Outcome: Enrich the young students with scientific knowledge infused together with values of green living, while instilling sense of responsibility and care for the environment.
- Implementation Approach: Collaborate with Educational Institutions (e.g. Kementerian Pendidikan Malaysia) and NGOs.
