The e-Lesen PPj (Electronic Business Licensing System) is Perbadanan Putrajaya’s integrated digital platform for business premise licensing — enabling entrepreneurs, investors, and established businesses operating within Putrajaya’s jurisdiction to apply for, renew, and manage their licences through a single unified online portal, replacing the legacy paper-based application process.

As the regulatory gateway for all commercial activities in Putrajaya, e-Lesen underpins the city’s Smart Economy vision by digitising enforcement workflows, reducing licensing friction for new businesses, and providing Perbadanan Putrajaya with a real-time view of commercial activity across all 20 precincts.

In 2025, the system tracks 1,217 active licensed businesses in Putrajaya — with 86 businesses from the 2023–2025 new business cohort still in active operation, evidence of a healthy entrepreneurship ecosystem supported by streamlined regulatory access.


Licence Types Managed

The e-Lesen PPj platform covers the full spectrum of business licences issued by Perbadanan Putrajaya under the Local Government Act 1976 and relevant Federal Territory by-laws:

All business registrations in e-Lesen PPj are cross-referenced with the Suruhanjaya Syarikat Malaysia (SSM) national company registry to:

  • Verify legal entity status (active / struck off / wound up)
  • Confirm registered director/owner identity
  • Ensure companies are in good standing before licence issuance
  • Prevent duplicate or fraudulent licence applications

All business data is processed and retained in accordance with the Personal Data Protection Act 2010 (PDPA) and Perbadanan Putrajaya’s data governance framework.
