Putrajaya's smart city transformation is guided by the Malaysia Smart City Framework (MSCF), which structures urban innovation into 7 core domains. Each domain is brought to life through strategic action plans, programmes, and initiatives defined in the Putrajaya Smart City Blueprint (PSCB).

Strategic Realignment:
Local Blueprint & National Framework

Perbadanan Putrajaya pioneered local smart city planning with the formulation of the Putrajaya Smart City Blueprint (PSCB) beginning in June 2017, securing management approval on January 29, 2019, and officially launching it at the Digital Putrajaya Exhibition and Conference (DiPEC) in October 2019.

Shortly before the PSCB launch, the Ministry of Housing and Local Government officially released the national Malaysia Smart City Framework (MSCF) on September 23, 2019. To ensure a unified national trajectory, Perbadanan Putrajaya systematically realigned the PSCB's action plans and strategic thrusts to map directly to the 7 core domains defined by the MSCF.

Malaysia Smart City Framework (MSCF)

National standard defining the 7 core domains of smart city development. Established by the Ministry of Housing and Local Government as the foundational architecture.

Putrajaya Smart City Blueprint (PSCB)

Putrajaya's localised action plan. Translates each MSCF domain into specific programmes, strategic focus areas, and flagship initiatives tailored to Putrajaya's governance and community context.

Execution & Flagship Initiatives

On-the-ground delivery through cross-agency flagship programmes, digital infrastructure investments, and community engagement initiatives under each domain.
