Smart City Section
Positioned within the Information and Communication Technology Division, the Smart City Section, led by Puan Norazleen binti Abdullah (Gred F13), coordinates and executes Putrajaya's digital initiatives, IoT networks, and real-time operations. The section is divided into two specialised units: the Putrajaya Command Centre (PCC) (14 staff members) and the Smart Technology Unit (6 staff members).

Unit Smart Technology
Technology & Blueprint DevelopmentMandate
Responsible for the holistic planning, development, and promotion of Smart City initiatives based on the established Putrajaya Smart City Blueprint.
Core Roles & Tasks
Manage the lifecycle of Smart City initiatives—from planning and feasibility studies to infrastructure development and innovation advisory services. Oversee 33 applications and 93 initiatives across six domains: Transportation, Home & Environment, Government Services, Infrastructure & Utility, Economy, and Community.
Develop and maintain essential guidelines for Smart Putrajaya, covering areas such as Smart Street Lighting, Panic Button requirements, Digital Signage, IoT Network architecture, Autonomous Vehicles, and Micro-Mobility.
Actively promote Smart City awareness through design thinking programs, conferences, seminars, and web-based communication. Serve as the liaison for strategic partnerships with government agencies (TNB, SWCorp, MOT, etc.), private entities, and telecommunication providers like TM.
Conduct trend analysis for future technologies (Industry 4.0, Digital Economy) and ensure that all smart systems remain modular, secure against cyber threats, and interoperable. Manage projects like the Putrajaya Open Innovation (POINT) server, Putrajaya Mobile App RFP, and digital exhibitions like DiPEC.
Represent Perbadanan Putrajaya in national committees, including the MySmartWilayah initiative, Smart City task forces, and national technical working groups on digital economy and smart cities.
Unit Putrajaya Command Centre
Integrated Urban OperationsMandate
Ensure the command center's effectiveness, operational readiness, and alignment with the requirements of all stakeholders. Serves as a high-tech integrated operations hub for critical city-wide monitoring.
Core Roles & Tasks
Coordinate real-time operations and information exchange with key agencies, including IPD Putrajaya, the Fire Department, the Civil Defence Force (APM), and Putrajaya Hospital. Oversee SOPs, manage duty rosters, ensure incident coordination, and facilitate effective emergency information dissemination.
Maintain continuous observation of Putrajaya’s safety and security through CCTV networks, mobile and fixed panic buttons, and emergency alert systems. Monitor environmental quality (pollution and hydrology) and analyze social media trends through the SOCIO platform to identify emerging public issues.
Secure the PCC facility, manage asset logistics within the operations room, and oversee technical maintenance for city-wide CCTV, panic buttons, and drone operations.
Evaluate and report on the overall performance of the PCC and manage the Integrated Operations Centre (IOC) systems until the completion of existing contracts. Manage three CCTV/panic button contracts and one command center contract.
Smart City Governance Framework
To ensure smart city initiatives are implemented in an integrated, efficient, and sustainable manner, Perbadanan Putrajaya (PPj) has established a formal Smart City governance structure providing strategic direction, coordination, and performance monitoring.
Putrajaya Smart City Committee
Established by Putrajaya Corporation to drive implementation of the PSCB through involvement of PPj departments, government agencies, and private sector stakeholders. Functions as a platform for knowledge sharing on smart city best practices and public policy advocacy for innovative urban technologies.

The Information and Communication Technology Division under the Corporate Services Department is designated as the coordinating unit responsible for implementing all smart city initiatives in Putrajaya. It serves as secretariat to the Smart City Committee.
